From personal experience, the search console doesn’t help you rank higher, but it can shorten indexing time. It doesn’t do this out of the box, though. You must submit a new blog/page URL inside the console and request indexing.

So it helps you to get indexed (and consequently ranked) sooner but you will not have any other advantage just because you use GSC.

What helps you the most is:

  • Easy keywords
  • Quality content
  • Organic links (not the ones you buy or force in other ways)

So organic links will naturally happen when people discover your content (keywords) and refer it to other if it’s good (quality).

That is why it’s best to focus on first two points exclusively, and the backlinks will take care of themselves.

If you want to start with the best keywords that even the professional keyword tools cannot find, I suggest you read this SEO book.
